Typically, all positions will begin being paid at the beginning of pay range listed above.
Incumbents are responsible for basic operation and maintenance activities for water distribution, wastewater collection, and stormwater systems, including the basic operation of standard light and heavy utility maintenance equipment and tools.
REPORTING STRUCTURE:
Receives general supervision from higher-level supervisory and management staff.
Typical Class Essential Duties
1. When assigned to Water Distribution, performs assistive and/or basic utility maintenance duties including cleaning and maintaining pumping stations, checking and replacing pump lubrication and packing, cleaning and replacing filters, reading, testing, installing, repairing, cleaning, opening, closing, and replacing curb stops, manholes, pipelines, fire hydrants, valves, meters, meter vaults and boxes, pumps, and other related equipment.
2. Drives and operates construction and maintenance equipment including dump trucks, snow plows, backhoes, front loaders, hydroexcavators, jet/vac trucks, and trenchers; assists with other equipment such as compressors, jack hammers, concrete saws, and closed-circuit television (CCTV) inspections.
3. When assigned to Wastewater Collection, inspects, cleans, and repairs sewage and storm lifts stations, wastewater and stormwater manholes, mains, lines, and laterals; cuts and removes roots from sewer mains using jet/vac trucks, cutting nozzles, and other types of equipment as assigned.
4. Identifies equipment needs for each assigned project; operates and maintains a variety of light equipment and tools in order to perform utility maintenance activities.
5. Performs minor repairs on tools and equipment and reports the need for major repairs; checks and adjusts fluid levels; greases and lubricates parts as required.
6. Periodically serves standby duty after hours and on weekends for water and sewer service emergencies; periodically assists with snow removal as needed.
7. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
8. Performs other duties of a similar nature or level.

* Learn the general function, operation, maintenance, and repair requirements of utility systems and related components including pumps, valves, motors, lift stations, and water storage tanks.

Training, Experience & Certifications
UTILITY WORKER I - EDUCATION and EXPERIENCE:
* High school diploma or equivalent (G.E.D.)
* Must be at least 18 years of age.
* Minimum of one-year experience performing maintenance work involving the operation of light and medium size equipment and hand and power tools preferred.
UTILITY WORKER I LICENSING and CERTIFICATIONS:
Licensing Requirements:
* Possession of, or ability to obtain within six months of hire, a valid Wyoming Class B Commercial Driver's License with applicable endorsements per assigned division is preferred.
* Possession of, or ability to obtain within one year of hire, a Wyoming Department of Environmental Quality Level I Distribution Systems Operator certification or Level I Wastewater Collection Operator certification, as appropriate.
UTILITY WORKER II - EDUCATION and EXPERIENCE
* High school diploma or equivalent (G.E.D.)
* Must be at least 18 years of age.
* Minimum of two years of increasingly responsible experience performing water, wastewater, or stormwater system installation, maintenance, and repair duties or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
UTILITY WORKER II LICENSING and CERTIFICATIONS
Licensing Requirements:
* Possession of a valid Wyoming Class B Commercial Driver's License with applicable endorsements per assigned division.
* Possession of a Wyoming Department of Environmental Quality Level II Distribution Systems Operator certification or Level II Wastewater Collection Operator certification, as appropriate or the ability to transfer an equivalent license from another State.

This position may be eligible to naturally progress to a Utility Worker II. Prior to any natural progression, the Department Head must justify that there is an operational need, and budget accordingly, prior to an incumbent obtaining the necessary requirements, or regularly performing work at the higher level.

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Can include long periods of sitting or long periods of standing.
Medium work: Exerting up to 90 pounds of force using jackhammers occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.
Incumbents frequently drive, operate equipment, or work outdoors in all weather conditions, including extreme temperatures. Frequent work on or around moving motorized equipment is also expected. Employees in this class are often subjected to extremely wet environments, wastewater, fumes/dusts, odors, chemicals, and excessive noise. May be subject to repetitive motion and vibration when operating tools and machinery. Work requires the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes. OSHA mandated preventative vaccinations and periodic examinations for work exposures are provided.
